Imports of components for high pressure seamless gas cylinders are allowed on a net-to-net basis with an accountability clause; components (seamless steel tubes at 1.06 kg per kg of export product, cylinder valves, and nipples) must conform to the type and technical specifications used in the manufactured export product and those specifications must be reflected in export documents. Applicants must determine and observe allowable input proportions and ensure imported goods are those used or required in the export product.
