Notes limit applicability by production route (gas/coal sponge iron, EAF, induction, continuous casting), disallow certain items for particular routes or ingot exports, prescribe formulas to calculate ferroalloy allowances based on steel composition, cap the CIF value of select items at 25% of the licence value, and require that imported inputs be actually used in the export product.
