Authorises specific chemicals, auxiliaries, tanning agents, dyes, pigments, finishing materials and specified mechanical items for import to manufacture finished leather from goat, sheep and calf skins, with enumerated allowable types and capped quantities per unit area. Certain supplementary tanning agents and dyes are subject to conditional caps or Actual User restrictions; some substances are expressly excluded. Transfer foil is limited to laminated leather; miscellaneous items are permitted up to a percentage of FOB/invoice value. Applicants must ensure imports are the inputs actually used in the export product.
