Paper and paperboard export classification retains specified printed products under their headings when intended for further writing or printing.

Chapter 48 classifies paper, paperboard, paper-pulp articles and related products for export purposes through exclusions, heading rules and technical definitions based on composition, processing, dimensions, use and physical characteristics. Where goods answer to multiple relevant headings, classification generally follows the heading occurring last in numerical order. Listed paper and paperboard entries are generally designated Free. Specified printed coated-paper, copying-paper and stationery products remain under their respective headings when intended for further printing or writing, notwithstanding the general treatment of printed goods.
