Organic chemicals are classified for export-policy purposes under an ITC (HS)-based schedule through Chapter 29 inclusion, exclusion, heading and sub-heading rules. Most listed organic chemicals are freely exportable, but free status may require a No Objection Certificate for specified controlled chemical precursors and related substances. Hydrofluorocarbons require Export Authorization and an Ozone Cell No Objection Certificate. Chemicals controlled under the Montreal Protocol are prohibited for export to non-party destinations and restricted, subject to Restricted Export Authorisation, for party destinations. Deoxy nucleotide triphosphates are restricted and require Restricted Export Authorization.
