Cereal export controls classify wheat, seeds and rice by permissions, authorisations, certification, contract registration and destination-specific inspection requirements.

Cereal exports are regulated through Free, Restricted, and Prohibited categories with product-specific conditions. Wheat and maize seed exports require a State seed-dealer licence, chemical-treatment declaration, and warning labels. Other wheat seed is prohibited, while specified wheat exports remain subject to transitional documentary eligibility, governmental food-security permissions, or separately notified modalities. Paddy exports are restricted, and paddy seed requires restricted export authorisation and seed-control safeguards. Non-Basmati rice exports require contract registration, while specified European destinations require an inspection certificate. Organic wheat and eligible organic Non-Basmati rice may be exempt from quantitative ceilings upon required organic certification.
