This decision follows findings that these goods were exported to India below normal value, causing material injury to the domestic industry. Initially, a provisional duty was imposed on March 30, 2006, and later confirmed as definitive. The duty applies to all grades and specifications of the film, with a rate of 1.91 USD per kilogram. This duty is effective retroactively from the provisional duty date and will remain in force until November 30, 2011, unless revoked earlier.
