This decision follows findings that such paper was being exported to India below its normal value, causing material injury to the Indian industry due to price undercutting and increased import volumes. The duty, set at $0.967 per kilogram, applies to all Chinese exporters and producers and is retroactively effective from December 21, 2001. The exchange rate for calculating this duty will be determined based on the rate specified by the Ministry of Finance on the date of the bill of entry presentation.
