This decision follows findings that the product was being exported to India below its normal value, causing material injury to the domestic industry due to price depression. The duty, effective retroactively from April 1, 2003, is calculated as the difference between a specified amount and the landed value of the imported goods, and will remain in force until March 31, 2009, unless revoked earlier.
