<h1>India mandates Central Govt approval for foreign access to SCOMET sites and records; treaty provisions apply if relevant.</h1> The Government of India has amended Appendix 3 of Schedule 2 of the ITC (HS) Classification of Export and Import Items, 2004-2009, under the Foreign Trade Policy. This amendment mandates that companies and business entities in India involved with Special Chemicals, Organisms, Materials, Equipment, and Technologies (SCOMET) must obtain Central Government permission before facilitating site visits, on-site verification, or access to records by foreign governments or third parties. If such obligations arise from a bilateral agreement or multilateral treaty involving India, the treaty's provisions will apply. The amendment is issued in the public interest by the Director General of Foreign Trade.
