<h1>Social Security Certificates amendment allows payment without probate where no nomination exists for small savings certificates, subject to specified authority limits</h1> Amendment substitutes rule 21(4) of the Social Security Certificates Rules, 1982 to permit payment of sums due on savings certificates without production of probate, letters of administration or succession certificate where no nomination exists and the amount due on all certificates held by the deceased does not exceed Rs. 20,000; payment may be made to any person appearing entitled or to administer the estate. The amendment prescribes a Table of designated postal authorities with specified monetary sanctioning limits for such payments, thereby delegating administrative sanction powers to specified postal officers up to defined thresholds.
