New Customs Rules: Electronic Cash Ledger Guidelines Under Customs Act 1962 for Payments and Refunds.
The Customs (Electronic Cash Ledger) Regulations, 2022, effective from June 1, 2022, establish guidelines for maintaining an electronic cash ledger under the Customs Act, 1962. The regulations define key terms, outline the process for maintaining the ledger in FORM ECL-1, and specify methods for depositing funds, including internet banking, NEFT, RTGS, and over-the-counter payments. Deposits do not accrue interest, and a unique identification number is generated for each transaction. The ledger can be used to pay duties, interest, penalties, and fees. Refunds can be requested via FORM ECL-5, with decisions made within 30 days. Discrepancies must be reported through the common portal.
