The regulations define key terms, outline the process for maintaining the ledger in FORM ECL-1, and specify methods for depositing funds, including internet banking, NEFT, RTGS, and over-the-counter payments. Deposits do not accrue interest, and a unique identification number is generated for each transaction. The ledger can be used to pay duties, interest, penalties, and fees. Refunds can be requested via FORM ECL-5, with decisions made within 30 days. Discrepancies must be reported through the common portal.
