Restoration of property: Special Court may publish notice and order auction with pro rata disbursement to claimants. The rules allow the Special Court, after framing charges, to publish notice inviting claimants with legitimate interest to seek restoration of attached, seized or frozen property; claimants must apply within a specified period subject to limited extension. If property is insufficient to cover claimant losses, the Court may direct auction and pro rata disbursement of proceeds, and may grant custody to a claimant upon executing a bond, provided the owner or legal representatives are given an opportunity to be heard.
