The Development Commissioner must follow instructions of the Central Government, Department of Commerce and the Board of Approval on Special Economic Zones, submit periodic reports as prescribed, and is responsible to the Department of Commerce for actions taken; personal service matters remain governed by the incumbent's parent administrative authority.
