Specification under section 35AC extends eligible rehabilitation scheme but forbids certificates for already lapsed financial years. Specification under section 35AC designates the Comprehensive Rehabilitation Services for the deafblind by Sense International (India) as an eligible project and extends its specified status for a further three-year period beginning with the financial year 2010-11 while preserving the approved project cost; however, because the first two years of that period have lapsed, no certificate under section 35AC shall be issued for those lapsed years.
