      ‘Proper officer’ under the Customs Act - functions defined for proper officers - Seeks to Amend Notification No. 26/2022-Customs (NT) dated 31.03.2022.
      Summary: The notification amends the Table in Notification No. 26/2022 Customs (N.T.) to insert Section 84 entries assigning to the proper officer the functions of re assessment of entries relating to postal goods and, in separate entries, the functions of assessment, clearance and examination in respect of postal consignments. The amendment is effected under powers granted by the Customs Act and takes effect from publication in the Official Gazette.

      Postal Export (Electronic Declaration and Processing) Regulations, 2022.
      Summary: These Regulations require postal authorities to operate a PBE Automated System for registration and filing of electronic declarations for postal exports, with two entry forms (PBE III for e commerce, PBE IV for other exports). Exporters or authorised agents must declare accuracy and compliance, present consignments at booking or foreign post offices, and ensure packages bear exporter declarations. Postal authorities must present goods and electronic data to Customs for inspection and assessment at the foreign post office, and proof of export and retained records must be produced on demand; penalties under the Act apply for contraventions.

      Exports by Post(Amendment) Regulations, 2022.
      Summary: The amendment replaces the reference to international credit and debit cards with various electronic means in accordance with issued guidelines, and substitutes the Postal Bill of Export forms. PBE-I applies to e-commerce exports and requires e-commerce operator, website, payment transaction, SKU and tracking particulars. PBE-II applies to other postal exports. Both forms require exporter, consignee, parcel, product, invoice, valuation, duty and tax information, declarations on export rewards, zero-rating and tax exemption, and provide for customs examination and a Let Export Order.

      Hedging of Commodity Price Risk and Freight Risk in Overseas Markets (Reserve Bank) Directions
      Summary: Resident entities are permitted to hedge price risk of gold on exchanges in the International Financial Services Centre (IFSC) recognised by the International Financial Services Centres Authority, subject to eligibility and operational conditions in the Master Direction. The Master Direction Foreign Exchange Management (Hedging of Commodity Price Risk and Freight Risk in Overseas Markets) Directions, 2022 has been issued to implement this change; the directions are issued under statutory authority and remain without prejudice to any other legal permissions required.

      Sugar Policy and Sugar Mill wise export quantity of sugar for export in sugar season 2022-23
      Summary: The Government extended the restriction on export of sugar (raw, refined and white) until 31 October 2023 and allocated a total mill wise export quota for sugar season 2022-23, pro rated among eligible mills based on three year average production. Mills may export only their allocated quota within the prescribed window, may surrender or exchange quota under specified procedures, must support exports with required agreements and invoices, upload daily export details on the departmental portal, and face enforcement under the Essential Commodities Act and the Foreign Trade Act for violations.

      Postal Export (Electronic Declaration and Processing) Regulations, 2022 and implementation of PBE Automated System.
      Summary: The Regulations create a PBE Automated System enabling exporters to register, file electronic postal export declarations, generate Article Booking IDs and PBE numbers, upload supporting documents, deposit parcels at designated Booking Post Offices for secure transfer to Foreign Post Offices, and obtain digital customs assessment, query handling, and clearance; authorised agents must comply with broker licensing rules and exporters must retain export records for five years.
