      Courier Imports and Exports (Electronic Declaration and Processing) Amendment Regulations, 2024.
      Summary: The amendments permit the specified electronic export-entry process for exports under Duty Drawback, RoDTEP and RoSCTL. An Authorised Courier or qualifying agent who has passed the prescribed Customs Brokers Licensing examination must make the export entry through the electronic integrated declaration under the Shipping Bill (Electronic Integrated Declaration and Paperless Processing) Regulations, 2019. The amendments also remove references to the Merchandise Exports from India Scheme and revise the treatment of export promotion schemes.

      Amendment in Export policy conditions of onions
      Summary: The Directorate General of Foreign Trade has withdrawn the Minimum Export Price (MEP) condition previously applied to the export policy entry for onions in Schedule-II (Export Policy) of the ITC(HS), thereby restoring a free export status for the specified onion description. The amendment supersedes the earlier notification and takes immediate effect, remaining operative until further orders under the authority of the Foreign Trade (Development & Regulation) Act and the Foreign Trade Policy 2023.

      Central Government rescinds the Notification Number S.O. 3025 (E) dated 11.09.2017 - De-notification of area - SEZ for Information Technology and Information Technology Enabled Services at Plot No.2, MIDC, Phase1, Hinjawadi, Mulshi, Taluka, Pune, in the State of Maharashtra

      Summary: Central Government de notifies 4.37 hectares from the Puppalguda SEZ, reducing the notified area to 1.40 hectares, under powers conferred by the Special Economic Zones Act and Rules; the deletion (survey number 285/P) follows the developer's proposal, State Government approval and the Development Commissioner's recommendation, and the de notified land is to be reused for infrastructure that will subserve SEZ objectives and conform to State land use guidelines.

      Summary: The Central Government rescinds the prior notification for the Special Economic Zone at Survadi and Nandal, exercising the proviso to rule 8 of the SEZ Rules, based on the developer's proposal and the Development Commissioner's recommendation; the rescission is prospective except for actions already done.       Summary: The Central Government, exercising the first proviso to rule 8 of the Special Economic Zones Rules, 2006 and powers under section 4(1) of the SEZ Act, 2005, rescinds the earlier notification concerning the Pocharam SEZ following a proposal by M/s Mindspace Business Parks Private Limited to de-notify the specified area, supported by the State Government's No Objection Certificate and the Development Commissioner's recommendation; de-notified land must conform to State land use guidelines and prior actions remain preserved.

      Summary: Optional Centralized Fee Collection Mechanism (CeFCoM) allows clients to pay fees to registered Investment Advisers and Research Analysts through a designated platform administered by a recognized Administration and Supervisory Body (ASB), creating a closed, transparent payment ecosystem; ASB and registrants are to encourage use and the implementing market infrastructure entity will specify the operational framework and rollout.

      Modifications in Guidelines for Business Continuity Plan (BCP) and Disaster Recovery (DR) of Market Infrastructure Institutions (MIIs)
      Summary: MIIs must implement Near Site (NS) capability alongside Disaster Recovery Site (DRS): stock exchanges must achieve near zero data loss at NS, clearing corporations and depositories must achieve zero data loss. Recovery Point Objective (RPO) must be near zero, with documented data reconciliation for resumption from DRS/NS. DRS must be staffed with personnel having equivalent expertise to Primary Data Centre (PDC) and capable of independently running live operations. Solution architectures must ensure high availability, fault tolerance, no single point of failure, data and transaction integrity; synchronous replication between PDC and NS is required.

      Allowing securities funded through cash collateral as maintenance margin for Margin Trading Facility (MTF)
      Summary: Funded stocks received from the Clearing Corporation against client cash collateral may be considered as maintenance margin for MTF to the extent of the cash collateral, provided such stocks are separately identifiable, not comingled, pledged in favor of the trading member, and are Group 1 securities. The applicable margin for such funded stocks is VaR plus five times the Extreme Loss Margin, and trading members must report MTF exposures by 6:00 PM on T+1.

      Summary: The notice places in abeyance the modifications to permissible wastage and Standard Input Output Norms for precious metal content in export items and extends that abeyance until 31st October 2024. During this interim period, wastage norms under the Handbook of Procedures and SIONs M1-M7 as they existed prior to the earlier Public Notice are restored and remain operative.

      Summary: Duty Drawback, RoDTEP and RoSCTL claims for courier exports will be processed on ICES; authorised couriers must file Shipping Bills on ICEGATE under existing courier registrations, custodians at ICTs must register on ICEGATE to manage export goods registration and messaging, goods will be examined at ICTs while customs clearance is performed on ICES, and a DG Systems Advisory will further elaborate the modality.
