        Lucknow, Jun 8 (PTI) Uttar Pradesh Chief Minister Yogi Adityanath on Monday directed officials to simplify legal provisions related to corporate restructuring, Limited Liability Partnership and real estate transactions under RERA, saying the legal framework should be aligned with changing economic and business requirements.

        Reviewing the functioning of the Stamp and Registration Department, the chief minister said, "In view of the rapidly growing economy, investment activities and urbanisation in Uttar Pradesh, the department should become more transparent, technology-based, accountable and citizen-centric".

        "Registration offices are directly connected with the common people. Therefore, their arrangements should be modern, organised and citizen-friendly," an official statement quoted the chief minister as saying.

        Adityanath also stressed the need to develop sub-registrar offices in a phased manner on the lines of passport service centres.

        The meeting was informed that nearly 2.4 crore people come in direct contact with registration offices every year in the state. The department is working towards providing facilities, including help desks, token and queue management systems, modern waiting areas, women and child care rooms and digital services, according to the statement.

        "Such a system should be developed so that citizens do not have to face unnecessary waiting and inconvenience," Adityanath told officials.

        He said the Stamp and Registration Department is an important pillar of the state's revenue system.

        The department's gross revenue increased from Rs 11,613.84 crore in 2016-17 to Rs 32,598.49 crore in 2025-26. During the same period, the number of registered documents increased from 28.25 lakh to over 49.34 lakh.

        The chief minister said, "Along with increasing revenue, priority should also be given to improving service quality and ensuring citizen satisfaction".

        Emphasising digital governance, he directed officials to strengthen systems like Aadhaar authentication, biometric and iris-based verification, online document verification and digital scrutiny through land records for property and marriage registrations.

        "Paperless registration, digitisation of records, artificial intelligence-based systems and geo-tagging arrangements should be implemented rapidly. Such technology-based reforms would increase transparency, reduce disputes and help prevent revenue losses," he said.

        Adityanath also directed officials to develop a standardised valuation system for properties to bring uniformity and transparency in assessment.

        "A clear valuation system will ensure market-based assessment and reduce disputes related to valuation," he noted.

        The chief minister said Uttar Pradesh is rapidly emerging as a centre for investment and industrial development, and therefore, legal systems must also be updated according to present economic needs.

        "Clarity in legal arrangements increases investor confidence, reduces unnecessary disputes and litigation and strengthens ease of doing business," he added.

        During the meeting, issues related to corporate restructuring, mergers, demergers, amalgamation, acquisitions, Limited Liability Partnership (LLP), changes in shareholding, housing cooperative societies and sale agreements under RERA were discussed.

        The chief minister said, "A clear and practical stamp duty framework should be developed in these areas by studying the best practices of different states".
