WEF Annual Meeting protest authorisation, airspace closures, and funded military security deployments curtail demonstrations and enable interceptions
The federal government has imposed a regulatory regime for public order and airspace during the WEF Annual Meeting: demonstrations require prior authorisation with prescribed arrangements to protect persons, infrastructure and property, unauthorised demonstrations may be dispersed using proportionate measures and participants committing criminal offences will be prosecuted, the operative effect being constrained protest activity and criminal liability for breaches. Airspace over Davos is subject to temporary restrictions and may be subject to aerial policing and control of helicopters, paragliders, drones and model aircraft in accordance with international rules, the operative effect being enforceable prohibitions and interception powers. Military deployments are authorised with allocated budgets and a three-tier cost-sharing model distributing financial responsibility among WEF, the federal government, canton and commune, the operative effect being funded armed-force security operations.
