The Punjab government contends the same measures were statutory enforcement actions taken pursuant to documented regulatory violations (excise, GST, labour, factories, environment, FSSAI), with show-cause orders and reasoned findings supporting licence cancellation and other sanctions, and thus the operative effect is that enforcement proceedings will continue under statutory mandate and press freedom does not confer immunity from compliance.
