Labour-prescriptive action was proposed and partially adopted: the state will issue an advisory on lay-off compensation, clarifying employer liability for wage loss during material-driven stoppages and enabling remedial pay measures for affected workers. Trade unions also sought temporary regulatory prescriptions-stricter stock limits, physical verification of stocks and channelisation of supplies through the Jute Corporation of India-which, if implemented, would prioritise mill allocations and curb market diversion.
