Migrant worker intimidation and private ID checks targeting Bengali speakers, alleged 'parallel policing'; authorities urged to stop harassment, arrests made.
Allegations were raised that local police and contractors intimidated Bengali-speaking migrant workers in Sambalpur to deter them from meeting a political representative or lodging complaints against the police or state government, which, if substantiated, would operate to suppress access to grievance redressal and impede free participation in lawful inquiries. Concern was also stated over 'parallel policing' whereby private persons allegedly demand identity proof from migrant workers on suspicion of being foreign infiltrators; the prescription urged is that law enforcement must stop such private verification practices to prevent harassment and vigilante action. Police stated that, following the killing of a migrant worker, the accused were arrested within six hours and a chargesheet would be filed, operating to progress the criminal prosecution toward trial and punishment.
