UK to extend Soft Drinks Industry Levy to sugary milk drinks by 2028, lowering sugar threshold to 4.5g/100ml
The UK government will extend the Soft Drinks Industry Levy to pre-packaged milk-based drinks with added sugar, including milkshakes, flavoured milks, sweetened yoghurt drinks, chocolate milk drinks, and ready-to-drink coffees. Manufacturers and importers must reduce added sugar by January 2028 or become liable for the levy, with the sugar threshold lowered from 5g to 4.5g per 100ml, bringing more products within scope. The existing rates of 18 pence per litre (5-8g/100ml) and 24 pence per litre (8g+/100ml) remain. Authorities project health and economic benefits, reduced obesity-related disease, and an additional £45 million in revenue, supporting broader anti-obesity policy objectives.
