<h1>Odisha unveils GCC Policy 2025 and new Mineral Rules 2025 to boost investment, jobs, scholarships, transparency</h1> The Odisha government has approved the Odisha Global Capability Centre (GCC) Policy 2025 to attract multinational corporations to establish GCCs by offering infrastructure support, skilled talent, and incentives, targeting over Rs 1,000 crore investment and at least five GCC hubs in key economic regions, with an estimated 50,000 direct and indirect IT jobs. The cabinet also adopted an e-lottery system for leasing minor mineral quarries and introduced maximum rate capping, lease limits, state intervention to prevent monopoly, and provisions for blacklisting and fines, under new 2025 mineral rules replacing 2007 regulations. Additionally, it enhanced pre- and post-matric scholarships for Scheduled Caste and Scheduled Tribe students.
