It requested a separate DRI and dedicated allocations distributed among hill states, continued and non-tapered Revenue Deficit Grant based on realistic revenue-expenditure projections (seeking a minimum Rs.10,000 crore annually), increased weight for forest/ecology criteria, inclusion of above-tree-line and dense forest areas, and creation of a Rs.50,000 crore annual Green Fund or SASCI-type scheme.
