<h1>State bill to decriminalise minor offences across 11 laws, replace jail with fines to boost trust and ease business</h1> A state government will introduce a bill to decriminalise select minor offences across 11 statutes to promote trust-based governance, ease of doing business and reduce court burdens. The proposal replaces imprisonment with fines for offences such as unauthorised construction, public-space encroachment, failure to remove filth, tying cattle in public places and certain tax defaults, and amends laws governing cooperatives, agricultural markets, town planning, municipalities and municipal corporations. The measure aims to simplify regulations, cut compliance costs and encourage business and individual confidence by substituting monetary penalties for criminal sanctions.
