<h1>Foreign and domestic steel firms sign non-binding HOA to study 6 MTPA plant; legal risks include land, environment, tribal consent.</h1> A foreign steel manufacturer and a domestic steel conglomerate have signed a non-binding heads of agreement to jointly explore a 6 MTPA integrated steel plant, with a feasibility study to determine location, investment terms, resource availability and regulatory compliance. The announcement revives a previously failed 2005 MoU for a large plant that was abandoned amid local opposition and regulatory hurdles, highlighting potential legal issues: land acquisition, environmental clearances, tribal and local consent, mineral and water rights, statutory approvals, and investment and JV contract terms which remain subject to negotiation and due diligence.
