Vacant plots and sheds will be leased or rented via auction with specified reserve prices varying by region and annual increments. Hire-purchase agreements will be treated as perpetual leases under the Indian Stamp Act, attracting corresponding stamp duty. Ownership rights extend to all structures within estates, and land use changes require official recommendation and approval. Ten percent of plots are reserved for Scheduled Castes and Tribes. The Cabinet also approved a development policy for the footwear and leather sector to boost exports and investment, including financial aid for technological and skill enhancements. Additionally, the Rural Residential Record Bill, 2025, was passed to update rural land ownership records through inheritance, sales, or legal orders, aligning with a government mapping scheme. Revenue officials are authorized to process undisputed ownership updates under this framework.
