This follows a request from the Department of Telecommunication for TRAI's recommendations on defining AGR in ISP licenses issued under guidelines from 1998, 2002, and 2007, and on the applicability of minimum presumptive AGR for BWA Spectrum holders. The paper also seeks stakeholder input on potential amendments to the revenue and license fee reporting format for various internet service and access service licensees.
