<h1>Health infrastructure gaps: shortages of medical staff and beds prompt recommendation to fill vacancies and strengthen policy.</h1> The CAG audit finds pervasive vacancies among doctors, nurses, paramedics and specialist posts, substantial teaching staff shortages in nursing institutions, and absence of a human resource management policy. It records partial or missing emergency, ICU, OT, blood bank, pathology, ambulance and mortuary services, and widespread bed and infrastructure shortfalls versus IPHS norms. The report recommends filling sanctioned posts, augmenting manpower and equipment, increasing budgetary allocation toward National Health Policy targets, and framing a comprehensive health policy.
