Zonal Chief Commissioners are instructed to hold regular meetings to guide adjudicating authorities, with non-compliance leading to potential action. Additionally, a training institute will enhance officers' skills in adjudication and legal drafting. Mandatory pre-show cause notice consultations are required for cases involving duties above Rs. 50 lakhs.
