The penalty was enforced under the Banking Regulation Act, 1949, due to violations of exposure norms concerning single and group borrowers and regulatory restrictions on advances to directors and their relatives. The RBI issued a show cause notice, and after reviewing the bank's written reply and request for a personal hearing, concluded that the violations were substantiated, justifying the penalty.
