of Regional Authorities are authorized to issue End-User Certificates (EUCs) when a foreign government requires end-user certification for export, covering both freely importable and restricted items; EUCs must be issued on application under ANF 2J with prescribed documents and in the format of Appendix 2Q. For restricted items, EUCs may be issued only where a corresponding restricted authorization has been granted and remains valid, and the EUC's quantity and value must not exceed those specified in that restricted authorization.
