The extension allows stakeholders additional time to electronically file cargo declarations without incurring penalties. Carriers, shipping lines, and freight forwarders are encouraged to comply with SCMTR requirements, with JNCH officers instructed to avoid penal actions during this interim period. Stakeholders are advised to utilize this facilitation measure to test and implement electronic filing systems, with support available through weekly outreach programs and helpdesk communication channels.
