The unilateral revocation by the government, bypassing this review, was not in compliance with the stipulated legal frameworks. - The court recognized the need to balance the interests of the domestic manufacturers and the downstream users. However, it stressed that any change in ADD, especially its revocation, must follow the legal procedures to ensure fairness and adherence to trade laws.
