Can 1st Stage Dealer/2nd Stage Dealer/Importer pass 4% additional duty to the customer? if yes Notification/Circular? Please

the first stage dealer and 2nd stage dealer can pass 4% additional duty and also the trader can go for refund of the same....notf no.20/2005 cus..and pls read with not no5/2002 dated 1.3.02...
