Chapter heading for new product cheese blend

We are manufacturers of food products and are going to manufactur new product namely cheese blend like shape as shown of Mayonnaise having chapter heading 21039030.  Main input is soyabean oil with other seasonings and cheese powder and SMP etc.

My query is in which chapter heading we should put this item. Pls suggest.
