Sir , Need help on VAT and service taxr related to Residential Apt developed by Developer.

Most construction work sub contracted so VAT applicable.

VAT is being applied on almost 90 percent of cost and Service tax also being applied to 100 percent of cost. Is this correct ?. Appreciate your advice.
