Sir,

Chapter 2 of Foreign Trade Policy (2015-20) (As on 30 June 2019) gives details of Prohibitions (Country, Organisations, Groups, Individuals etc. and Product Specific): In this para there is no prohibition to export goods to Syria. Hence you can export the goods to Syria.

sir, if we check with their C & F, They said export to sirya is restricted.

But no one providing documents evidence

Banks do not accept payment from Syria. Banks are not accepting export documents for Syria. There is some dispute going on. I think there is no specific restriction from RBI to this effect. Views of other experts are also solicited.

One of my clients exported the goods to Syria and received payment after two years. Thereafter, they discontinued export to Syria.
