Self sealing procedure permitted alongside factory stuffing; exporters may use either facility, with factory permission re-obtainable.
If factory stuffing permission is surrendered the exporter may resort to the self sealing procedure; the factory stuffing permission is a one-time permission that can be re-sought. Self sealing is available for exports under Free Shipping Bills and is commonly used when range officers are unavailable, while industry practice permits use of either facility subject to compliance with the permission conditions and applicable circulars. Dear Experts,

Can a manufacturer exporter do some exports under self sealing when he has also a permission of factory stuffing . Our range superintendent is denied for it, as per him once you have to surrender your factory stuffing permission then you can go under self sealing procedure.Please suggest at the earliest.

If Factory stuffing permission had been surrendered then self sealing is the only option left with the exporter. If required, you may again seek the FSP which is a only one time permission.

Further, you may also refer to CBE&C circular No. 60/2001-Cus dated 1.11.2001 regarding Permission for factory stuffing.

In addition to above, to mention that if your finished product is exempted and further no Export benefits is claimed against the same.

Self Sealing of containers shall be resorted to in case of exports made under Free Shipping Bills. Refer Board Circular No 860/18/2007-CX dated 22.11.2007

Further the benefit of both the facilities i.e. Self Sealing & Factory stuffing can also be taken as is practically done by the Industry at large. In case of holidays or weekly off's/ Non-availability of Range Officer, Exporter opts for Self -Sealing facility.
