To alleviate this, the circular mandates self-sealing for exports under free shipping bills, where no export benefits are claimed. Central Excise officers will not attend to requests for container sealing in such cases. Containers must be sealed with tamper-proof one-time bottle seals for security. This modifies the previous guidelines, and relevant parties are to be informed accordingly.
