Self-Sealing and Certification Extended to All Manufacturer-Exporters to Cut Costs and Speed Up Export Clearance.
The circular announces the extension of self-sealing and self-certification facilities for export goods to all categories of manufacturer-exporters, following recommendations by the Task Force on Indirect Taxes. This measure aims to reduce transaction costs and expedite export clearance. Exporters must comply with existing procedures and endorse a certificate on ARE-1/ARE-2 forms. Self-sealed goods will be subject to examination norms at the port of export as determined by Customs. The procedure for examination and sealing by Central Excise officers at the dispatch location is optional for exporters. Previous circulars on the matter are modified accordingly.
