of <h1>Annual Inspection of Terminals/Berths to be mandated from FY2027-28, inspections to identify deficiencies and trigger corrective and penal measures.</h1> Introduction of an annual inspection regime for terminals and berths operated by private custodians, to commence in AprilMay of FY2027-28, requiring inspections by the CFS Unit under supervisory officers and submission of reports in the prescribed proforma. The inspections will assess infrastructure, security, hazardous goods handling, bonds, insurance, staffing, equipment, IT systems, and disposal of uncleared/abandoned cargo; identified deficiencies will mandate corrective action and may attract penal measures under the Handling of Cargo in Customs Area Regulation, 09 and the Customs Act, 1962. The regime also requires maintenance of records, contingency plans, and compliance with prescribed safety and operational standards.
