DGFT Amends Handbook: SCOMET Authorizations Can Now Be Approved by Nominated DGFT Officers, Not Just the IMWG Chairman.
The Directorate General of Foreign Trade (DGFT) has amended Paragraph 10.06(III) of the Handbook of Procedures 2023 regarding the delegation of powers for SCOMET authorizations. Previously, authorizations required approval solely from the Chairman of the Inter Ministerial Working Group (IMWG) after receiving unanimous comments from concerned agencies. The amendment allows authorizations to be issued with approval from either the Chairman or a nominated officer of the DGFT, not below the rank of Deputy Director General of Foreign Trade or Under Secretary. These cases will still be presented to the IMWG for ex-post facto approval in subsequent meetings.
