EDPMS exporter caution-listing revised to require AD bank recommendation based on track record or investigative notices
Revision of the EDPMS procedure withdraws the earlier paras 3(1)(i) and 3(1)(ii) and replaces automatic criteria with a rule that caution-listing of exporters shall be effected by the RBI only on recommendation of the AD bank to the Regional Office, based on the exporter's track record and adverse notices from investigative agencies (e.g., ED/CBI/DRI) or where the exporter is untraceable or not making bona fide efforts to realize export proceeds, with de-caution-listing similarly effected on AD bank recommendation; handling of shipping documents by AD banks remains unchanged and the Master Direction will be amended accordingly.
