EDPMS expansion to automate exporter cautioning, centralise inward remittance reporting and migrate legacy XOS data, imposing AD-bank restrictions
EDPMS has been expanded to (1) automate cautioning/de-cautioning of exporters: exporters with shipping bills open beyond two years (unless extended) or those recommended by AD banks on enforcement or non-traceability grounds will be caution-listed and automatically de-caution-listed on realisation/extension; AD banks may handle documents of caution-listed exporters only against full advance or irrevocable LC (usance LCs must mature within the prescribed realisation period) and must obtain prior approval for guarantees, effecting immediate operational restrictions on dealings with listed exporters. (2) capture all inward remittances (including advances and legacy outstanding receipts) and electronic FIRCs in EDPMS, and require AD banks to upload overdue advance particulars into EDPMS in lieu of the prior quarterly return, thereby centralising reporting. (3) migrate pre-1 Mar 2014 XOS data into EDPMS and discontinue separate XOS filings, reducing duplicate reporting; enhancements effective 15 June 2016.
