DGFT Clarifies Waste Paper Import Procedures: NOC from MOEF Required, Inspection Agency Certification Needed.

The Directorate General of Foreign Trade (DGFT) has issued a circular clarifying procedures for importing waste paper. Licenses will be granted based on a No Objection Certificate (NOC) from the Ministry of Environment & Forests (MOEF), provided applicants confirm they have not received the original NOC. Applications must include a certificate from an independent Pre-Shipment Inspection Agency, verifying the waste paper is free from hazardous waste. A list of approved inspection agencies is available in Appendix-5 of the Handbook of Procedures Vol.I. New agencies wishing to be enlisted for inspections can apply to DGFT as per specified guidelines.
