According to Para 2.37 of the Handbook of Procedure 2015-2020, exporters must include manufacturer details in Annexure 'A' of the certificate. The Regional Authority will then list the manufacturer's name in Annexure 'B' based on the applicant's submission. This clarification allows merchant exporters to obtain the certificate by providing the required manufacturer information. The directive is approved by the Director General of Foreign Trade and is outlined in the specified file number.
