Central Board Withdraws Circular; Coconut Oil in Small Containers Now Classified as Edible Oil Under Chapter 15.
The Central Board of Excise & Customs has withdrawn Circular No. 890/10/2009 regarding the classification of coconut oil packed in containers up to 200 ml. Previously classified under Central Excise Tariff heading 3305 as hair oil, recent judicial rulings have determined that such coconut oil should be classified under Chapter 15, covering animal or vegetable fats and oils. The decisions by various tribunals and courts, including the dismissal of appeals by the Supreme Court, prompted this withdrawal. Field formations are advised to consider judicial rulings when deciding on classifications. Any implementation difficulties should be reported to the Board.
