DGFT Clarifies Cotton Export Registration: Penalties, Modifications, and 5% Weight Variation Explained.
The circular from the Directorate General of Foreign Trade clarifies procedures for registering export contracts of cotton and cotton yarn. It addresses issues such as cancellation, revalidation, or modification of Registration Certificates (RCs), and penalties for failing to export the full quantity. Requests for cancellation of unused or partially used RCs issued before August 1, 2011, are accepted without penalties. For RCs issued after this date, a penalty is imposed for unutilized quantities. A 5% weight variation is allowed for cotton and cotton yarn exports. Changes in buyer details and RC validity extensions are permitted under specific conditions. Export fulfillment is confirmed only when goods are handed over to customs and a Let Export Order is issued.
